Assignment Instructions

Dear Students,

This is your Cooperative Theory and Practice assignment (maximum 10% of your course grade).

All group members are expected to participate actively in preparing the assignment. Please note that students will be randomly selected to present their work to the class, so every member must understand and be able to explain the content.

Cooperative Challenges and Benefits under the Three Governments of Ethiopia

1. Haile Selassie Regime

* Analyze the major benefits cooperatives were expected to deliver during the Haile Selassie regime.
To what extent did these benefits materialize, considering the socio-economic and political conditions of the time?

* Discuss the key challenges that hindered the growth of cooperatives under Haile Selassie.

* To what degree were cooperatives during the Haile Selassie era tools for modernization versus tools for administrative control?

2. Derg Regime

* The Derg promoted cooperatives as instruments of socialist transformation. Evaluate the benefits that cooperatives brought to rural producers under this system, particularly in terms of access to inputs, markets, and mechanization.

* Critically examine the major challenges faced by cooperatives during the Derg regime.
How did forced membership, political interference, and collectivization policies undermine their effectiveness?

* To what extent did the villagization program strengthen or weaken cooperative development?
Provide evidence-based arguments assessing economic, social, and political impacts.

3. Present / Post-1991 Government

* Discuss the benefits that modern cooperatives have offered Ethiopian farmers and urban consumers since 1991.
Consider factors such as autonomy, member ownership, market access, input distribution, and financial services.

* Examine the key challenges contemporary cooperatives face in Ethiopia.
Include issues like managerial skills shortages, limited capital, weak marketing systems, governance problems, and competition from private traders.

* Evaluate the impact of Ethiopia’s cooperative policy and Proclamation No. 147/1998 (and later amendments) on reducing past problems and promoting new benefits.
